It could possibly be a driver conflict since it does work with using your webcam and microphone in the background within settings in case you create a video or voice call with someone. Various user communities have sought to take on the challenge to find out what could be causing it.
No word has been given yet by Facebook as to why this has been occurring. We have even experienced it on some of our machines as well and can confirm the stories going around. In some cases, the app randomly begins working again, just to run right back until it the next time the user reboots their system.
This is something that has been affecting a large number of users in recent weeks (or even months).
